Ellis Island is the island where all migrants used to arrive and be tested and examined before being allowed to enter the United States. Nowadays you will find the Ellis Island Immigration Museum on Ellis Island. This museum is also accessible to everyone who visits the island, so no separate entrance tickets are required.

To see the Statue of Liberty for free, you have to take the Staten Island Ferry and cross to Staten Island. A crossing to Staten Island is free and takes about 25 minutes.
